Jennifer Rust

Jennifer Rust is Senior Vice President and Counsel of Porterfield, Fettig & Sears, LLC (PFS).  Prior to joining the firm, Rust held a number of senior positions on the House Financial Services Committee under Chairwoman Maxine Waters (D-CA).  Most recently, Rust served as Deputy Chief Counsel for the Committee.  In that role, she advised the Chairwoman on the Committee’s legislative agenda, and helped manage the Committee’s hearings, markups and floor activity. She also oversaw the Committee’s Member Services operation and managed the Committee’s external relations.

Before being promoted to Deputy Chief Counsel, Rust served as Senior Counsel on the Committee, assigned to oversight and investigations.  She was the lead attorney on the Committee’s investigation into financial institutions’ compliance with various Bank Secrecy Act and Anti-Money Laundering (BSA/AML) policies and procedures and coordinated with House Leadership, the House Office of General Counsel, and other House Committees on historic litigation that ultimately advanced to the U.S. Supreme Court.  Before her promotion to Senior Counsel, Rust was Counsel on the Committee, advising on issues related to monetary policy and the Federal Reserve.

Prior to joining the Committee, Rust was a Presidential Management Fellow at the U.S. Department of Housing and Urban Development.

A native of Rhode Island, Rust holds a Bachelor of Arts (BA) in English from The College of the Holy Cross.  She received a Juris Doctor (JD) from Roger Williams University School of Law.  Rust is licensed to practice law in Rhode Island, Massachusetts and New York.
